Please explain in the area below why an STA is necessary:
This test program is expected to take approximately 2 months of actual measurements. However, because the tests will be made outdoors it is anticipated that there could be weather-related delays. That fact, together with the possibility of unanticipated delays, leads us to request a full 6-month STA. We also have a business need to provide our results in a timely fashion. The additional processing time required for a regular license could lead to adverse business results.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
To test and determine the antenna performance of hand-held portable transceivers. As part of a development effort to design and market digital land mobile radio base stations, subscriber and other infrastructure equipment, Motorola has instituted various testing programs. Some of these tests will include actual on-the-air testing of systems in various configurations. Among these configurations are hand-held portable radio transceivers. In order to solve and overcome the numerous problems associated with a new radio technology, experiments will be conducted to determine the antenna performance of hand-help portable transceivers and how such performance is affected by proximity to a human body. Since antenna performance is expected to vary across any given frequency band and is also expected to vary by mounting position on the human body, tests will be performed on multiple frequencies within a given band and in various positions on each human test subject. To ensure statistical accuracy, multiple test subjects with a range of body types will be used. These tests will be performed in two different frequency bands.
