Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Perform captive flight tests with a prototype radar that is being developed for the for the United State Air Force Research Laboratories. A C Band radar will be tested in a captive carry configuration on a small two engine aircraft. The tests will be performed in skies over North-Central Texas, South-Central Oklahoma and the Gulf of Mexico near Port Aransas Texas. The radar antenna will be mounted on an aircraft and flown at altitudes below 1675 meters in airspace within 55 km of the city of Howe, TX. Primary airports used during testing are McKinney and Grayson County airports which are within 35 kilometers of the city of Howe, TX. Elevation varies in test region, the heighest ground level is below 240 meters.
