Please explain in the area below why an STA is necessary:
An Agency of the U.S. Government has requested that MITRE design, develop and demonstrate a special over-the-horizon communication system. The proposed proof-of-concept system would transmit a specific waveform on a non-interference bases at five (5) different HF frequencies, 6.6 MHz, 7.9 MHz, 10.6 MHz, 11.6 MHz and 12.7 MHz at an average RF power of 150 Watts (22 dBW).

During these experiments the stations will communicate using five (5) cycles of a 1500 Hz tone every 10.667 microseconds at five different radion frequencies, 6.6 MHz, 7.9 MHz, 10.6 MHz, 11.6 MHz and 12.7 MHz.
