Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
MIT Lincoln Laboratory (MIT LL) requests a STA to perform short-term testing of troposcatter communication links in the 4.4 – 5 GHz frequency band in support of federally funded research. MIT LL requests authorization to transmit within 125 km of MIT Lincoln Laboratory, located at 244 Wood Street Lexington, MA 02421 (42.460 N, 71.266 W) at no more than 50 dBW Effective Isotropic Radiated Power (EIRP). MIT LL is a Federally Funded Research and Development Center located at Hanscom Air Force Base in Lincoln, MA and funded under Air Force prime contract FA8702-25-D-B002. Over-the-air testing is critical to this federally funded research and a temporary authorization for experimentation is in the public interest. MIT LL will operate two commercially purchased troposcatter communication terminals and operate one additional terminal, custom built at MIT LL. Experimentation will not exceed six-months in duration.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of operation is to allow MIT Lincoln Laboratory to perform experimental testing of tropospheric scatter communication links in support of research funded by the Office of the Undersecretary of War for Research and Engineering (OUSW R&E). Testing will characterize performance of commercially available troposcatter communication terminals and provide data for modelling validation for communications architecture analysis. The experimental data to be collected includes characterization of tropospheric fading, changes in performance versus seasonal climactic changes, measurement of aperture coupling losses and characterization of overall system performance.
