Please explain in the area below why an STA is necessary:
- Planning to perform proof of concept balloon demonstration over Mojave Desert in January-February 2014 to support both DoD DARPA SeeMe and USA SMDC Kestrel Eye Programs - Original January-February 2014 test dates postponed until better weather conditions occur, which is the reason why an extension of file number 1075-EX-ST-2013 was requested as the basis of this application. Test dates are on a weekend to weekend basis dependent on weather conditions before test. Once test is complete, Millennium can coordinate to close the grant so the grant does not run further than the test date.

Please explain the purpose of operation:
A balloon test demonstration of the proposed satellite system. Over a period of approximately two hours on a week-end between January 18 - 22 Feb 14, (weather permitting) we will conduct a balloon test demonstration of the proposed satellite system. A Transceiver will transmit a 2.5 GHz VNW frequency signal at approximately 1W power towards a ballon between 0 and 30 Km altitude, and a transceiver will transmit a 1.6 GHZ Tactical frequency signal to the ground from the balloon between 0 and 230 Km altitude. Over this two hour period. The two hour period is most likely between Dawn and 9:00 AM on the test date Location of proposed operation is within an approximately 100 Km radius from 34°59”2.41”N , 117°45”6.19”W. In the Mojave Desert in CA.
