Please explain in the area below why an STA is necessary:
Authority is requested for an 8 week period - October 2 to November 24 - to cover a student run experiment that MIT Lincoln Laboratory is supervising. The Student project will be transitioned to the advisory group within MIT Lincoln Laboratory in support of our ongoing work with the U.S. Department of Defense. It is expected that over this time period there will only be 4 days of actual testing, and that for each test the duration will be limited to 2 hours sometime between 0800 and 1700.

Please explain the purpose of operation:
MIT Conducts research and development for the department of Defense under Air Force contract FA8730-120C-0004. The purpose of this student project is to demonstrate advanced techniques in geolocating an emitter using time-difference-of arrival TDOA. The transmitter will be setup to send a beacon signal at a rate of 10 messages per second. Station ID can be performed periodically using CW.
