Please explain in the area below why an STA is necessary:
Electronic communications equipment is required for the United States Department of Homeland Security Science & Technologys REDOPS (Response and Defeat Operations Support) Program, with partnership from the FBI and New Jersey State Police, is conducting a Test Bed Assessment on Remote Controlled Firing Systems October 1-6, 2017. The assessment will examine several remote firing systems from different manufactures in a variety of operational scenarios. Location: Meadowlands Sports Complex (50 NJ-120, East Rutherford, NY 07073). A portion of this Bomb Squad Test Bed Assessment will take place in the NYC Times Square vicinity, details to be provided closer to assessment dates.

The communications equipment will be set up for many different scenarios in accordance with user requirements to determine equipment capability compliance. The communications equipment is a asymmetric duplex digital radio system consisting of a transmitter and receiver. Communication is not continuous with communication lasting less than 1 second when the user commands a transmission. The duplex communication from the receiver only occurs when a request has been received from the transmitter.
