Please explain in the area below why an STA is necessary:
M2 Connections is a stimulus funded wireless internet service provider setting up a fiber and wireless network to serve broadband to a rural area of Alabama. The target area, Clay county, Alabama, is mountainous and heavily forested . This makes it difficult to serve some customers with either a fiber connection, or a wireless connection using conventional unlicensed radio technology. Most often, existing unlicensed wireless technologies fail due to line of sight issues, often caused by trees blocking the signal. White space radio devices offer a potential solution to this problem because they are capable of establishing reliable links even when there is no line of sight available to remote subscribers. M2 Connections is working with Neul, a supplier of white space radio equipment. Together we are conducting a technical trial under an STA (callsign = WG9XFG) that Neul applied for. The results of these tests have been encouraging so far. They have proven that white space radios are technically capable of making difficult non line of sight links. As a result, M2 Connections would now like to conduct a larger scale market trial, lasting six months, that will establish the commercial viability of offering service via white space radio, and to test the performance of the network when loaded with real subscribers. Neul white space radios obey the FCC rules for secondary access to the TV band but they have not yet been certified, hence the request for a special temporary authorization for the market trial.

The purpose of the market trial is to assess the technical and commercial viability of using white space radio technology to serve remote subscribers in and around Clay county, Alabama. To ensure that the market trial is as realistic as possible, we would like to request authorization to install 10 base stations, and 300 fixed subscriber radios. This will allow us to cover the entire target area, and to establish sufficient connections to test the network in a realistic configuration. The trial will last six months so that we have sufficient time to fully assess user behavior. The locations of the base station site to be used in the trial are detailed in the technical section of the application. Each base station will connect to between 15 and 30 subscriber radios, all located within 10km of the base station site. We are still working to identify trial participants and so we do not yet know the exact locations of all of the subscriber radios. As a result, we are not able to include the locations of all of the terminal radios in the technical section of this application. Instead we have included a single, specimen terminal radio associated with each base station. This is intended to give the reviewer a clear understanding of the characteristics of the terminal radio devices. All white space radios used in the trial will be under the control of the Spectrum Bridge white space spectrum database at all times. The Spectrum Bridge Database is FCC certified, so this should eliminate the possibility of interference with the primary users of the band.
