Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lystrup Maher LLC respectfully requests expedited processing of this Special Temporary Authority (STA) request under 47 C.F.R. Section 5.61 due to urgent national security issues. Our team is developing an advanced Counter-UAS (drone detection) radar operating at 10.5 GHz. We require an immediate, short-term authorization (not to exceed 6 months) to conduct time-critical outdoor R&D testing. This testing must occur on a highly compressed timeline to meet critical milestones ahead of upcoming product evaluations with an aerospace defence contractor. Advance notice of 30–60 days could not be provided because the specific test window and final hardware integrations were only recently finalized based on the contractors scheduling demands. A standard 30-to-60-day processing delay would stall our engineering pipeline and severely disrupt our ability to demonstrate this critical drone-detection technology to our defense partners on schedule. We acknowledge that the 10.5 GHz band is shared with federal radiolocation and amateur services. To ensure safety, all testing will be conducted on a strict, non-interference basis, utilizing directional antennas with restricted elevation angles. We have designated a formal Stop Buzzer point of contact who will remain on-site during all operations with the authority to immediately cease all RF emissions if any interference is reported.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of this operation is to conduct essential outdoor research, development, and engineering validation for an experimental X-band radar system designed for air surveillance and drone detection. While basic hardware and firmware verification can be conducted indoors, outdoor testing is legally and technically mandatory to validate our proprietary target-tracking algorithms and calibrate the radars micro-Doppler classification capabilities against live, moving aerial targets (Class 1 and Class 2 Unmanned Aircraft Systems). The data gathered during these short-range outdoor field trials will be used to optimize the systems radar cross-section (RCS) sensitivity, refine its clutter-rejection filters (to distinguish drones from birds or ground vehicles), and ensure compliance with military-grade operational requirements prior to formal procurement cycles by our target defense industry clients. Transmissions will be intermittent and strictly limited to active testing windows.
