Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lockheed Martin Corporation submits the instant request to continue testing and demonstration of an aerostat transmitter and radar system for the Department of Homeland Security (DHS)/Customs and Border Patrol (CPB) at the U.S. Coast Guard Station, South Padre Island. The system testing and demonstration have already been approved, and have only even been intended to occur over a short duration, such that an experimental STA is appropriate. / Lockheed Martin respectfully requests extension of its existing STA for a period of three months to account for mechanical issues that required the testing to be aborted in the last few days. In order to make necessary repairs and complete the testing, DHS/CPB has asked that Lockheed Martin secure the subject extension.

Please explain the purpose of operation:
To conduct testing and demonstration of an aerostat transmitter and radar system for Department of Homeland Security (DHS)/Customs and Border Patrol (CPB) stakeholders. Testing involves the complete aerostat system at an altitude of 800 feet AGL. The transmitter and radar system may be used in conjunction with the Persistent Threat Detection System (PTDS).
