Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lockheed Martin Corporation is developing the Precision Strike Missile for the U.S. Army Army Precision Fires Rocket and Missile Systems (PFRMS) under U.S. Government contract. The Army program is intended to equip the Army with long-range and deep-strike capability; it is the Armys number one modernization priority and critical to winning in a fight against a peer adversary. Lockheed Martin is currently capable of testing elements of the equipment in a laboratory setting but, because of the rapidly evolving test schedule, it seeks STA to begin conducting operation in open air as soon as possible.
