Please explain in the area below why an STA is necessary:
Under contract from the Missile Defense Agency (MDA) Lockheed Martin is required to perform RF testing on a Target Launch Vehicle in support of an MDA flight test. On this quick call up mission, the MDA added the requirement for an emitter of a different frequency than we have provided (and are licensed for) in past missions. We are required to remain flexible in our frequency operations as the government requirements can change mission to mission based on frequency allocation of other assets used during these tests of the National Missile Defense system.
