Please explain in the area below why an STA is necessary:
Lockheed Martin is assessing a new location for its outdoor testing range. During the testing period we will evaluate a surrogate flight antenna and its performance to ensure the outdoor location can adequately represent far field performance.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Lockheed Martin will test antennas for the GPSIII Satellite at the following frequencies: 37MHz, 54 MHz, 71 MHz, 114 MHz, 130 MHz, 146MHz. Testing will be transmission at approximately 1 W focused at a slight downward angle of 2 deg in a sparsely populated location in the direction of Waterton Canyon. The testing will validate the site location for use as an outdoor test range. Once validated Lockheed Martin will submit a permit request for long term testing over those frequencies to support the Air Force’s GPSIIIF program acquisition.
