- Please explain in the area below why an STA is necessary:
- Lockheed Martin Proprietary Expedited handling is requested - please see attached justification in accordance with 47 CFR 5.61. Lockheed Martin Corporation is under contract with NAVSEA PMS-408 and the Joint IED Defeat Organization (JIEDDO) of the Department of Defense to produce and field a system that will defeat enemy use of roadside Improvised Explosive Devices (IEDs) in Afghanistan and in Iraq in current theatres of combat operations. The contract number is N00024-06-C-6363. IEDs are responsible for the greatest number of casualties being sustained by American and coalition forces in the combat zones. They are being triggered by various radio devices. It is imperative and urgent that we creat and build radio/electronic systems that can save American lives and lives of coalition partners. Lockheed Martin has developed a transmitter that may be capable of defeating IED triggers. Various wideband antennas are being considered for use in the system. Initial field tests and modeling are inconclusive as to effectiveness of candidate antennas for the actual defeat of IED triggers. It is necessary to test full-up systems of transmitter plus antenna candidates as mounted on the actual vehicles that are in use in theatre. Lockheed Martin Proprietary

- Please explain the purpose of operation:
- The primary purpose of the operation is to test the ability of the Lockheed Martin system, using various candidate antennas, to defeat various IED triggers in an Operational Effectiveness Test. Secondarily, it is our purpose to more fully characterize antenna parameters, particularly radiation patterns, when mounted on military and contractor vehicles.
