Please explain in the area below why an STA is necessary:
Applicant submits the instant request to conduct testing of an aerostat transmitter and radar system in preparation for technology demonstration in connection with a possible Department of Homeland Security (DHS)/Customs and Border Patrol (CPB) contract. The initial system testing will be conducted around the Lockheed Martin airdock facility in Akron, OH. Because the testing is intended to occur over a short duration, experimental STA is appropriate.

Please explain the purpose of operation:
The purpose of the initial testing of the aerostat transmitter and radar system is to functionally test the equipment and verify its operation on the aerostat at an altitude of 800 feet AGL. When the equipment has completed initial testing in Akron, the complete aerostat system will be shipped to Cudjoe Key, Florida. At Cudjoe Key the complete aerostat system will be operated as part of a technology demonstration at the Department of Homeland Security (DHS)/Customs and Border Patrol (CBP) facility. The transmitter and radar system may be used in conjunction with the Persistent Threat Detection System (PTDS).
