Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lockheed Martin has begun Standard 2 development. New capabilities introduced in Standard 2 require testing in the frequency(ies) not originally approved in WD2XIM for the following reasons: There are additional Air to Ground modes in Standard 2 including, ?Fine resolution? Synthetic Aperture Radar (SAR) which require a ?swept? bandwidth that exceeds the current frequency allocation; There is a need to collect flight test data to calculate the Radar False Alarm Rate; and Functional verification testing is required to determine that all modes operate as intended.
