Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lockheed Martin has been sponsored by the National Geospatial Agency (NGA) to participate and demonstrate new Geospatial Intelligence Mission capabilities at a national military experiment called Empire Challenge. The new capabilities are developed to add safety and security of our troops in the theater of operations and for Home Land security. KU SATCOM will be the primary long range communications used in the experiment. The experiment critically dependent on KU SATCOM use so a Special Temporary Authority is necessary for China Lake.

The operation will involve two KU SATCOM assets a 2.4 meter dish and a mobile on-the-move 18? dish. The 2.4 meter KU dish will be setup at the Michelson Lab communicating with the mobile KU dish on our HUMVEE 50 km out at Echo Range. The entire experiment will be contained within the Navy War Far Base at China Lake. The experiment will run for 4 weeks and SATCOM will be schedule for 8 hrs a day.
