Please explain in the area below why an STA is necessary:
This STA request is in conjunction with an application originally filed on November 14, 2006. That application covers the use of GPS Re-Radiation (Re-Rad) systems inside our aircraft production/flight test facilities at Palmdale, California pursuant to contractual agreements with the Department of Defense and the Defense Advanced Research Pro-jects Agency. These re-rad systems are needed to test the GPS components of both clas-sified and unclassified electronics, weapons, navigation, and communications systems vital in improving the effectiveness and survival of equipment and personnel during cur-rent and future combat situations. Expedited treatment of this application would allow us to meet our internal start date of April 15, which is 5 months after our initial filing ? a reasonable lead time for the filing. Testing of these critical systems will allow them to be promptly fielded to support the ongoing war effort.

Please explain the purpose of operation:
This equipment will be used as an ?Experimental RNSS Test Device? for the purpose of testing and verifying GPS receiver functionality of various aircraft systems. Currently, in order to obtain a GPS signal, the aircraft and all supporting test equipment must be towed outside of the production/flight test facility. During this time, aircraft and personnel are exposed to adverse weather conditions and prevented from accessing certain tools and equipment. In addition, additional power and cooling is required for the aircraft. At certain times, due to safety and efficiency considerations, Lockheed Martin must have the ability to perform pre-flight GPS receiver functionality tests indoors. The GPS Re-Rad systems are designed to re-transmit the GPS signal at approximately the same signal level as received outside the hangars. This Exhibit describes the various implementations required at Palmdale.
