Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lockheed Martin (LM) has been invited to participate in a one-day demonstration, organized on behalf of the US Government, of LMs flat plate phased array antenna, which is under development for use in advanced Satcom-on-the-Move (SOTM) applications. The demonstration is scheduled for February 11, 2009 in Alexandria, VA, and LM will require one week of testing (beginning February 4th) at its Gaithersburg, MD facility prior to the demonstration. This STA request is based on the same technical parameters contained in LMs application file no. 0464-EX-PL-2008 (filed on November 13, 2008), except that the requested STA frequency band is limited to 8234-8386 MHz, and mobile operations are limited to a much smaller radius at the Gaithersburg facility. The Gaithersburg location was included in LMs original experimental application, but is necessary for inclusion in this STA because the original application still remains pending. The Alexandria location, which will be used only on February 11, was not included in the original application because this demonstration had not been scheduled at the time of filing. Because of the short duration of the requested operations, an STA is appropriate, and expedited treatment is needed to accommodate the date of the upcoming demonstration. LM has been developing a low cost, MMIC based, flat plate phased array for advanced Satcom-on-the-Move applications. This program builds on the advances that have been made in low cost RF MMICs in radar applications and steerable phased array techniques from satellite applications. LM plans to test and demonstrate the performance of its flat phased array antenna with several different modulation techniques (e.g., QPSK, NCW) in both static and mobile environments. The proposed demonstration will involve transmitting in the X-band through a commercial satellite. Seven days of initial testing will be conducted at LMs Gaithersburg, MD facility, followed by a one-day demonstration to the US Government in Alexandria, VA on February 11.
