Please explain in the area below why an STA is necessary:
Lockheed Martin is developing a Wide Band antenna to operate in the HF Band to support teh Department of Defense. Due to teh activities and testing there is no practical method to test these antennas indoors, as a result outdoor testing is required to characterize the performance of these antennas.

Please explain the purpose of operation:
The testing will be limited to testing various antennas (some known with calibration data) and other experimental designs to determine the antenna’s efficiency and potentially its pattern as it is rotated relative to the opposing antenna. Testing will also be conducted to assess the cross polarization isolation where the transmit and the receive antennas will purposely be oriented out of polarization alignment. The objectives of this testing is to efficiently develop a new antenna design which functions in the HF band. This work will develop an electrically small antenna (~1meter in size) which will work across the HF Band (3-30MHz with corresponding wavelengths of 100 meters to 10 meters).
