Please explain in the area below why an STA is necessary:
Lockheed Martin is seeking this STA in order to support a new mission for the launch and deployment of the EchoStar XIX satellite on behalf of EchoStar Corporation. Launch is scheduled for 8 December 2016, with signal testing expected in advance starting in September 2016. Accordingly, Lockheed Martin is requesting an effective date of September 15, 2016 for this STA. EchoStar XIX is a large, multi-spot beam Ka-band satellite that will help meet the growing demand for HughesNet® high-speed satellite internet service in North America.
