Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Liteye Systems wishes to ask for an STA for the Blighter B202 Mark II radar, a FCC Certified ground surveillance radar. Operation, in most instances, will be sporadic, typically taking place no more than on a few hours at a time for this site. The maximum operational period of six months is requested in this application only in order to allow flexibility in arranging mutually suitable dates and times for these demonstrations, bearing in mind the logistics involved such as travel, accommodation, shipment, etc. This Application is for operation at the necessary/full spectrum of the Blighter Radar, between 16.2GHz and 17.2Ghz at sites anticipated to be non-interfering with airport or military operation, as has been confirmed by the B202 in operation at the granted site under past STA Grants (0237-EX-ST-2011
