Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
We are developing a special receive antenna for HF signals. We would like to transmit CW and SSB signals in a few HF bands to test out our antenna at 100W. We are specifically looking for permission to transmit around 7MHz, 3.5MHz, and 5.3MHz (40M, 60M and 80M bands) but are not too particular over the exact frequency. Those of us involved in the project are licensed amateurs, and understand how to work cooperatively with others in the band without interference. We would take to use equipment which does not generate harmful interference and always use the lowest power required for the test.

HF signals have a number of propagation modes such as ground wave, skywave, and NVIS. In order to use these modes an effective radiated power of 100W is required. We would like to conduct these short duration, intermittent tests of our antenna system under lifelike conditions to see how it works with these propagation modes. We are working to support an urgent need for one of our government customers and would like to conduct an estimated 10 days of testing spread over about 5 months.
