Please explain in the area below why an STA is necessary:
L-3 Unmanned Systems (formerly L-3 BAI Aerosystems) is a developer and manufacturer of Unmanned Aircraft Systems for USG customers, including the U.S. Army, U.S. Navy, CNTPO, and SOCOM. L-3 Unmanned Systems utilizes a small fleet of Viking 300 and Viking 100 aircrafts used to conduct research and development on existing and future systems. Additionally, L-3 conducts crew proficiency and maintenance check flights on the fleet in accordance with good aviation safety practices.

Please explain in the area below why an STA is necessary:
L-3 Unmanned Systems has also been contracted by the National Aeronautics and Space Administration to provide flight services to test payloads for various upcoming projects. Unfortunately, NASA did not file for the use of the 1370-1390MHz band for the Viking 300 system. This band is vital for command and control of the aircraft and as a result, its restriction causes a safety of flight hazard to operations. Operations are scheduled to start Monday, June 26, 2010 and last for six (6) months hereafter. A rapid response would be greatly appreciated.
