Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
L-3 Unmanned Systems (formerly L-3 BAI Aerosystems) is a manufacturer of Unmanned Aircraft Systems. The company also maintains a small fleet of Viking 300s, similar to the LR-3 TigerShark UAS (utilized in STA 0272-EX-ST-2009), for crew training and research and development for USG customers. This system uses 3 bands for RF communications. The non-licensed 902-928 MHz band is used for two-way spread spectrum modem communications. Two federal bands are reserved for USG exclusive use are also implemented as the aircraft was developed for government customers. Data communications are transmitted from the GCS using spread-spectrum modem communications between 902-928 MHz and 1350-1390 MHz. Telemetry and analog video transmissions are downlinked from the aircraft within 1750-1840 MHz. L-3 Unmanned Systems has been awarded a subcontract from Controlled Dynamics, Inc to provide flight service support using 1 Viking 300 system (Tail Number 302). These tests are being conducted in performance of DoD Contract W911W6-08-C-0054 awarded to Controlled Dynamics. Operations will commence in June and continue for six months afterwards. This STA will be required to operate the aircraft to conduct these development flights.
