Please explain in the area below why an STA is necessary:
L-3 BAI Aerosystems (L-3 BAI) is a manufacturer of Unmanned Aircraft Systems (UAS). UAS are reliant on radio frequency (RF) communications between Ground Control Stations (GCS) and Unmanned Aircraft (UA) for system operation. L-3 BAI manufactures several UAS for USG agencies, including the LR-3 Tigershark UAS. This system uses 3 bands for RF communications. The non-licensed 902-928 MHz band is used for two-way spread spectrum modem communications. Two federal bands reserved for USG exclusive use are also implemented per DOD request. Data communications are transmitted from the GCS using spread spectrum modem communications between 902-928 MHz and 1350-1390 MHz. Telemetry and analog video transmissions are downlinked from the aircraft within 1755-1850 MHz. L-3 BAI has been awarded a US DOD contract(W9113M-07-D-0008, Task Order 0016) to manufacture and perform acceptance testing and burn-in flights on ten LR-3s at NASA Wallops Island range beginning August 2009 and completing not more than 6 months afterwards. This STA will be required in order to deliver completed ready-to-fly assests to the USG. A letter from Mark Seastrand, CNTPO, has been added to this file as proof of our contract.
