Please explain in the area below why an STA is necessary:
The purpose of this operation is to conduct research, development, integration, and flight testing of a prototype VTOL unmanned aircraft system (UAS). Testing will evaluate command and control links, flight stability, autonomous navigation, telemetry, payload integration, and communications performance under controlled conditions. The operation is strictly for engineering evaluation and system validation to support product development. No commercial communications service will be provided, and transmissions will be limited to those necessary to safely conduct flight testing at authorized test locations.

Please explain the purpose of operation:
The purpose of this operation is to conduct developmental flight testing of a prototype vertical takeoff and landing (VTOL) unmanned aircraft system. Testing activities include verification of command and control radio performance, telemetry reliability, autonomous flight functions, navigation, payload integration, and overall aircraft performance. The requested STA will allow operation of developmental radio equipment during engineering evaluations in controlled test environments. The operation is solely for research, development, and system validation and is not intended to provide commercial communications services or public network access.
