Please explain in the area below why an STA is necessary:
The Johns Hopkins University Applied Physics Laboratory (JHU/APL) is working on developmental radar signal processing. As part of this process it needs temporary on-air transmissions to account for atmospheric and propagation effects. We estimate on-air activities should not exceed a six month period. The length of each transmission will be less than 30 minutes

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
Experiment to transmit from APLs existing S-Band communications ground station to a low-Earth orbiting radar calibration sphere and back to a few antennas located at the Midway Research Center in Stafford Virginia. This test will prove that we can calibrate the relative position of an array of receive antennas.
