Please explain in the area below why an STA is necessary:
On July 29, 31, and August 1, we will be flying a small Unmanned Aircraft (UAS) in R5401 Camp Grafton South, ND. We will need to use a frequency in the 1.7 GHz range for a video downlink.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The video downlink will be on 1.786 GHz with a transmission power of up to 250 miliwatt. The aircraft will be flown inside the R5401 restricted area with a maximum altitude of 5000 feet MSL. Operations will be centered at 48 40 58 N 098 37 51 W . No Flights will take the aircraft further than 1 NM from that point and all flights will stay inside the restricted area. Flights will only take place between 8:00 AM and 8:00 PM on the three flying days. Two members of the FAA will be there to observe the flight operations.
