Please explain in the area below why an STA is necessary:
The Iowa Statewide Interoperable Communications System Board (ISICSB) requests an experimetal license to operate an LTE demonstration project as an educational outreach effort to Iowas public safety community and elected officials. The ISICSB was issued a conditional waiver by the FCC and a lease by the Public Safety Spectrum Trust (PSST) to operate a broadband network on the 700 MHz public safety spectrum. However, with the passage of the Middle Class Tax Relief and Spectrum Act of 2012, that Waiver was terminated in September, 2012. The license for this spectrum has since been transferred from the PSST to FirstNet. Therefore, an STA is required for the ISICSB to operate in this spectrum for a intended period of up to 90 days as a public safety demonstration project in Iowa.

The ISICSB requests an STA to operate in the 700 MHz band spectrum to demonstrate Long Term Evoltion (LTE) equipment in Des Moines, IA to public safety and elected officials and First Responders between the period of January 2, 2013 and March 31, 2013. This STA will serve the public interest by providing these officials and responders with an introductory knowledge and demonstration of the technology and potential benefit of a public safety broadband network on a small scale in a confined geographic area.
