Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Intermap Technologies is designing and building a new airborne L-band Interferometric Synthetic Aperture Radar (IFSAR), called TopoSAR L. The system will be used internationally to collect data for high-quality maps and digital elevation models (DEMs). We need to test the system and validate its performance in the next few months, prior to entering operations. We require an STA because we wish to complete the system testing in CONUS, where we have easy access to personnel, and suitable test sites.
