Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Intelsat LLC herein requests a six-month extension from July 1, 2006 until January 1, 2007 -- of the Special Temporary Authority granted on January 20, 2006 to continue conducting certain tests, demonstrations and experiments described below on new C-band Earth-Station-on-Vessel (ESV) terminals. These experiments involve two ESV terminals, each of which is located on a foreign-registered ship (and will therefore be subject to the regulatory jurisdiction of the registering nations). It is anticipated that the ships will, from time to time, be located in U.S. waters and ports. For protection of FS facilities, ESV operations within 200 km of the U.S. coast will be limited to specific frequencies not generally used by the FS near the U.S. coasts (see Exhibit B of previous application, FCC file number 0734-EX-ST-2005), and will be shut down 200 km from the few facilities at those frequencies that do exist (except upon prior approval of the FS operator) (see Exhibit A of previous application, FCC file number 0734-EX-ST-2005). During the extended STA period, the ESVs will continue to communicate with licensed Intelsat hub antennas in Mountainside, MD (call sign E030101), Riverside, CA (call signs E020314 and E990551) and Germany through the Intelsat 707 (307°E), Intelsat 603 (340.05°E), Intelsat 605 (174°E) and Intelsat 801 (328.5°E) satellites. At all times during the experiments, the hub antennas and satellites will operate according to their licensed parameters. Intelsat LLC has recently applied for permanent license modifications for three different hub antennas to provide these planned services on a commercial basis (file nos. SES-MOD-20051209-01730, SES-MOD-20051209-01729 and SES-MOD-20051209-01769). Extension of the experimental STA will enable Intelsat LLC to continue testing the ESV performance and refine various technical parameters and service requirements until such time as it is licensed to provide the service on a commercial basis.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Extended tests, demonstrations and experiments on new C-band Earth-Station-on-Vessel (ESV) terminals. The STA extension is needed to continue the tests that are designed to evaluate the technical performance of the ESV antennas, along with provisioning, installation, monitoring and troubleshooting mechanisms and processes. The extended test period will also be used to obtain information on the performance characteristics of the end user applications and the ability to implement the desired applications, as well as to study trial customer requirements that can only be resolved through live traffic. Exhibit A provides a detailed description of the planned operation during the extended test period. Exhibit B provides the results of the interference analyses performed in order to select operating parameters that would not impact the terrestrial services.
