Please explain the purpose of operation:
The request is based on the need to test satellite L-Band module onboard air vehicle on ground to ensure electromagnetic compatibility (EMC). Time of transmission will be limited to the minimum amount needed to complete the test. This will be about 20 minutes of total transmit time within the span of a 1 week ground test sometime within the approval window.
