Please explain in the area below why an STA is necessary:
The University of Illinois is performing research for the Federal Aviation Administration and others. The project name is Bird RADARD Deployment and Testing in the National Bird Strike Advisory System. This is FAA research and development program AAR 411 with a Department of Defense program led by the United States Navy SPAWAR Systems Divison. As part of this project, the University will deploy marine RADAR units at fixed land locations for testing within the scope of operation. A special temporrary authority is required since the marine RADAR units are not typically authorized for land base use.
