Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The STA is necessary due to the limited time scope of the experimentation (lasting less than two full weeks), and the rapid testing turnaround required to meet DoD objectives. Since testing at this site does not occur on a regular or prolonged basis, applying for and maintaining an experimental license would be cumbersome and would prevent evaluation of low TRL systems in a timely manner compared to applying for a STA during testing rounds.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of the operation is to characterize the performance of a custom radar system in conjunction with DEVCOM ARL. The experiments will consist of two sub-Watt radiators emitting a radar waveform and accompanying receivers that operate in UHF, L-, and S-bands, along with two concurrent sensing devices which radiate near 3.5 GHz. All devices will be evaluated in both stationary and mobile settings, with operation confined to a small, 50m radius. The testing will allow for evaluation of the radars performance , which is crucial to meet DoD objectives.
