Please explain in the area below why an STA is necessary:
STA from the FCC is necessary to enable experimental testing to be performed by commercial/private companies. INL currently has Experimental Station Authority from the NTIA Redbook, 7.11, however this is for Government agencies only. Unique application where the INL (Department of Energy) as a Government agency, is applying for an STA through the FCC instead of the NTIA so as to allow commercial, public, and private entities to test using the infrastructure of the INLs Wireless Test Bed. The 1755.00 - 1850.00 MHz band is reserved for Federal Government use, but this would allow commercial customers to utilize the INL Wireless Test Bed infrastructure.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
INL will be testing spectrum sharing and spectrum repurposing related research experimentation with the incumbent users and new primary or secondary industry users. Through this STA, commercial applications will be able to utilize infrastructure normally reserved for Government agencies. Testing equipment will depend on the type of user and usage, which is yet to be determined. We will work with the FCC and NTIA and other national agencies determining the equipment and types of testing. INL will ensure that the transmit power is within permissible levels and not impact any of the local range usage or any allocation outside the 890 square miles of the INL boundary. All tests will be on a non-interference basis. Spectrum coordination will be performed with local entities/agencies as needed.
