The test range described in the underlying application has been constructed and awaits FCC licensing in order to be brought into use. A test program of current AIReach 9400 and 9600 terminals requires the immediate use of the test range in order to fully verify new software and hardware modifications prior to manufacturing and sale.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
Hughes Network Systems (HNS) currently builds and sells terrestrial transmitters to a variety of different customers both in the USA and overseas. While as much as possible, the testing of terrestrial transmitters is done in a laboratory environment, some software and hardware features of new radios require on-air testing in order to confirm correct operation. HNS is seeking permission from the FCC to test prototypes, pre-production units and modified production units on the roof of its development facility located at 20271 Goldenrod Road in Germantown, Maryland. As well, some testing requiring longer path lengths will require transmissions between the roof of the HNS facility on Goldenrod Road with the roof of a nearby building at Montgomery College. Coordination letters have been sent to local licensees to ensure that the operation of the range will not disrupt their operations. A radiation hazard has been completed indicating that there is no impact to the general public. Additional details are available in the underlying application.
