Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Honeywell participates in the RTCA Special Committee 202, chartered to report on the intereference of passenger devices (PEDs) with aircraft systems. Honeywell is evaluating the feasibility of the use of PCS and cellular devices while in flight and the potential effects of transmissions with Airborne systems and ground network infrastructure. Having carried out limited trials in August 2004 on the ground and in flight over ocean regions without recording any potential intererence to existing cellular network operators, we are planning to carry out customer test marketing to determine functional requirements and limitations of any potential system. The test program is planned to take place between November 1, 2004 and April 30, 2005.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Evaluating PCS devices and a pico-cell in up to 10 general aviation test aircraft on the ground or in flight within Arizona, Florida and Pennsylvania with limited and infrequent use at low power levels. Honeywell will coordinate operation with existing cellular operators to ensure non-interference with revenue generating services. The scheduled test program will measure emmissions from the PCS devices and PCS handsets and will also measure any discernible emmissions outside the aircraft on the ground. The PCS devices will be under pico-cell control while operating in the aircraft, the pico-cell being installed in the test aircraft.
