Please explain in the area below why an STA is necessary:
Availability and scheduling of the facilities & equipment needed at the Eglin AFB test facilities has identified the week of Sept. 10, 2012, and Honda Aircraft Company is seeking license approval to transmit the flight test data to the Eglin AFB Ground Telemetry Receiving systems, per the License application. The limited duration of testing to be performed does not warrant the long term coordination of the frequency spectrum of a new license.

Please explain the purpose of operation:
Honda Aircraft Company, as part of the Development and Certification of the Model HA420 aircraft, has the need to perform testing of the Flight Test Aircraft in order to determine & demonstrate the compatibility of the Engine and Aircraft systems with maximum Fuel Temperatures (Hot Fuel). Eglin AFB has the expertise for these types of tests, and has the facilities/equipment in order to handle the fuel safely. Honda Aircraft Company is in process of contracting the services of Eglin AFB through their McKinley Climatic Chamber. The operation of the HondaJet Model HA420 requires the monitoring of on-board aircraft and engine systems during the test flights for safety monitoring and performance evaluation, which requires the transmission of the on-board data system stream. Initial discussions have already been initiated with Mr. Roger Moore roger.moore@eglin.af.mil regarding planned Honda Aircraft RF Emissions.
