Please explain in the area below why an STA is necessary:
Aircraft Flight testing to tune the performance of the Aircraft Avionic systems, and then demonstrate their acceptable performance is required. Additional aircraft envelope performance testing is also required. Wichita KS provides and efficient location to perform these test activities, in relation to airspace coordination with the FAA, and also being local (relative) to major system suppliers. The 6 month period between Feb 4, 2013 through Aug. 4, 2013 has been identified as a block for being able to perform these test activities. Honda Aircraft Company is seeking license approval to transmit the flight test data to Honda Ground Telemetry Receiving systems, per the License application. Individual limited duration of testing to be performed does not warrant the long term coordination of the frequency spectrum of a new license, and coordination with the Frequency Coordinator for each of the individual periods of testing is anticipated.

Please explain the purpose of operation:
Testing of the Flight Test Aircraft in order to tune the performance of the Aircraft Avionic systems, and then demonstrate their acceptable performance. Honda Aircraft Company, as part of the Development and Certification of the Model HA420 aircraft, has the need to perform testing of the Flight Test Aircraft in order to tune the performance of the Aircraft Avionic systems, and then demonstrate their acceptable performance. Honda Aircrafts major avionics supplier?s test facilities are based out of the Hutchison & Olathe KS area. In order to efficiently accomplish the tuning of the systems performance, and to perform the necessary flight tests, Honda Aircraft wants to perform these flights based out of Wichita, KS (Colonel James Jabara Airport - KAAO Airport). The operation of the HondaJet Model HA420 requires the monitoring of on-board aircraft and engine systems during the test flights for safety monitoring and performance evaluation, which requires the transmission of the on-board data system stream.
