Please explain in the area below why an STA is necessary:
Applicant requests Special Temporary Authority (STA) to test experimental new Harris RF-300 series Falcon III radios for potential use in military and public safety operations. Applicant requests STA by February 16, 2007 due to planned testing commitments. Grant of this STA request would serve the public interest by forwarding the improvement of radio communications for soldiers and first responders.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
Applicant proposes two-way mobile omnidirectional communications at low power on the 410-420 MHz band. As shown in the attached database search using the Commissions Universal Licensing System (ULS), no active FCC licensees are operating in that band within a 25 kilometer radius of the proposed centerpoint of operations. Experimental testing will involve communications between Falcon radios in backpacks or mobile vehicles in the proposed operating area.
