Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA is required to allow the Kill Chain Integration Branch (HNJJ), Hanscom AFB to test a new experimental data link, developed for USAF by L3 Communication System-West, at Dugway Proving Ground in Utah. The data link is a multi node network and each node will transmit on one frequency while simultaneously receiving on the other two frequencies. The uniqueness of this system is that it incorporates Low Probability of Intercept, Low Probability of Detect, and Anti Jam features. The frequencies required are based on what is used for the current F-35 antenna aperture, which is a target platform for this data link. We (Hanscom AFB, HNJJ) provided justification to FCC and NTIA representatives in a briefing given by us at the 10/13/2016 SPS meeting. This is contained in NTIA document SPS-22021/1 (Classified)

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of operation is to conduct over the air testing of a new experimental data link for use in Anti Access and Area Denial environments. The data link is being developed as next generation multi node radio solution for the USAF. Over the air testing is planned at Dugway Proving Ground for January 25 - February 2. This testing is critical for characterization of data link and risk reduction for planned demonstrations at Northern Edge in May ’17, which is a key milestone in our effort to integrate Low Probability of Intercept, Low Probability of Detect, and Anti Jam Network (LLAN) radios onto Marine Corp F-35s by January ‘18. Any impact to our ability to test at Dugway in late January will increase our chances of missing our planned Northern Edge demo and subsequently our ability to provide radios for the Marines.
