Please explain in the area below why an STA is necessary:
Goodyear Tire and Rubber Company is an LTTS licensee. Its Airship Operations Division is engaged in video production from the Goodyear Blimps throughout the United States, covering major sporting and other newsworthy events on a contract basis with broadcast and cable networks. Goodyear is licensed to use broadcast auxiliary channels at 1990-2110 MHz (Channels A1-A7) and 2400-2483.5 MHz (Channels A8 and A9). Goodyear is not authorized to use Channel A10 (2483.5-2500 MHz) which is available on a grandfathered basis for broadcast auxiliary use. Goodyear is engaged in research involving high-definition analog and digital video in a 17 MHz channel bandwidth. It is unable to conduct tests in BAS/LTTS channels A1 through A7 because the transition to narrower channels in that band due to the reallocation of the 1990-2025 MHz segment, and the high degree of occupancy by BAS and LTTS licensees in those channels precludes virtually all operation in that band, much less experimentation with high-definition, full-motion video. Neither can Goodyear make any use of BAS/LTTS channels A8 and A9 for experimentation with high-definition video due to the high levels of noise in the 2400-2483.5 MHz band from Part 15 and 18 devices, especially Wi-Fi devices in use in the sports stadiums and arenas where Goodyear conducts its operations. Therefore, Goodyear proposes to use Channel A10 for these experiments. The initial experimentation period should not exceed 6 months, but this facility may be expanded to an Experimental License if necessary.
