Please explain in the area below why an STA is necessary:
An STA is necessary in order to permit the applicant to conduct video production operations at various events in Southern California from the Goodyear Blimp. Normal video production activities in authorized LTTS bands pursuant to Goodyear licenses cannot be conducted due to overcrowding by licensed broadcast auxiliary and CARS licensees in this market.
