Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

An STA was previously granted for Call Sign WD9XEE (File No. 0376-EX-ST-2010) to permit testing and demonstration of a new high rate Ku-Band data link system, as a key subsystem of the Goodrich DB-110 Gen3 Airborne Reconnaissance System. Some of the planned testing was accomplished under this grant, and the new data link RF equipment performed to expectations. However, we were unable to complete the full testing to verify the anticipated system operation improvements over the previous generation (File No. 0048-EX-ST-2009) due to unanticipated software limitations in the external sensor data management system. It was not possible to resolve these limitations within the approved operating period. Goodrich is now in the process of upgrading the system software to remove these limitations, and expects the system to be ready again for test by 1 December, 2010. Since we would like to be able carry out the full test and demonstration as originally planned, we are submitting this application for an STA for the same operating arrangement and equipment as approved under the earlier grant, so that we can complete the testing with the upgraded system software during the period indicated below. All of the equipment comprising the data link system is individually tested and verified prior to integration. The integrated system is first tested without free-space radiation, by transmitting highly-attenuated RF over coaxial cable interconnecting the data terminals, by-passing the antennas. The STA will enable Goodrich ISR Systems to conduct limited low-power free-space testing of the integrated system to insure proper radiated RF interoperation, including the antennas and their control systems. Operation during the limited-duration requested in this STA is intended to complete validation of the new system design for application to several systems currently under development. Consequently, there is no need for continuing or long-term operation. The STA is necessary because there is no experimental operating license available to support limited free-space operation and test at the Goodrich ISR facility. This is not a government-controlled test, and it is not required by a government contract.
