Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

An STA Extension was granted to File No. 0482-EX-ST-2010, and is currently in effect for Call Sign WD9XEE under File No. 0603-EX-ST-2010. This filing and extension were to permit testing and demonstration of a new high rate Ku-Band data link system, as a key subsystem of the Goodrich DB-110 Gen3 Airborne Reconnaissance System. We have continued to experience the development problems which made it impossible to carry out the planned test and demonstration during the previous and current approval periods. Those problems have recently been resolved, but now some critical subsystems are temporarily unavailable due to other comittments. As a result, it will not be possible to begin and carry out the planned data link system testing and demonstration within the current approved operating period. It is our understanding that all of the equipment needed will be available again for use in this test on or shortly after February 21, 2011, and we expect to have up to several weeks use of them to attempt to carry out the planned testing. Consequently, in order to be able carry out the test and demonstration as originally planned, we are submitting this application for an STA extension for the same operating arrangement and equipment as previously approved under the grants for Files No. 0482-EX-ST-2010 and 0603-EX-ST-2010, with request for a further extension of the operating period as indicated below. All of the equipment comprising the data link system is individually tested and verified prior to integration. The integrated system is first tested without free-space radiation, by transmitting highly-attenuated RF over coaxial cable interconnecting the data terminals, by-passing the antennas. The STA will enable Goodrich ISR Systems to conduct limited low-power free-space testing of the integrated system to insure proper radiated RF interoperation, including the antennas and their control systems. Operation during the limited-duration requested in this STA is intended to complete validation of the new system design for application to several systems currently under development. Consequently, there is no need for continuing or long-term operation. The STA is necessary because there is no experimental operating license available to support limited free-space operation and test at the Goodrich ISR facility. This is not a government-controlled test, and it is not required by a government contract.
