Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
In conjunction with its FCC license to provide broadband internet service in the 849-851 MHz and 894-896 MHz bands on commercial airlines and general aviation aircraft, Gogo is requesting a Special Temporary Authorization (STA) in order to perform technical testing to confirm the suitability of operation in other frequency bands. In particular Gogo would like to perform testing in the 3650-3700 MHz band as well as the various 5 GHz ISM bands (including 5.725 to 5.825 GHz). The proposed testing will be configured to ensure that the experiments do not interfere with either grandfathered FSS earth stations or ULS registered entities operating in these bands. Specifically, any potential interference will be mitigated by a combination of the following techniques: 1) selected base station is remote with few neighboring uses; 2) utilize antennas with high directivity to limit the areas that are illuminated; 3) utilize orthogonal polarization (such as horizontal polarization in areas where existing users are vertically polarized); and 4) point the antennas in directions where the effective radiated power levels that would be incident on the ground are within current regulatory limits. As part of the interference mitigation strategy a ULS survey was performed to identify licensed users in the 3650-3700 MHz band that were near the proposed tower. In the case of 3650 MHz operation a single user was registered 9 miles northwest of the proposed site. The next nearest user was over 70 miles away to the southwest. Gogo proposes to set up the test sector with a directional antenna that points in a direction other than northwest from the site, further mitigating the possibility of interference. To perform the desired testing Gogo is requesting authorization to increase the EIRP limits in the forward channel (base station to subscriber unit) to 67 dBm for these experiments. EIRP levels on the return channels (subscriber unit to base station) will be within the current regulatory limits.

As the leading provider of broadband internet service aboard aircraft, Gogo provides service on over 4,000 commercial and general aviation aircraft (business and governmet) using a nationwide network of over 200 cell sites. On the ground, mobile data consumption continues to grow at rapid rates. Passengers expect the same broadband experience in flight as they experience on the ground. Gogo continues to investigate ways to provide better service to its customers. In support of that, we are requesting an STA to investigate innovative ways to improve broadband throughput to the aircraft and overall backhaul in the network.
