Please explain in the area below why an STA is necessary:
Globalstar is already licensed for use of the communication frequencies. The only change from the currently licensed Globalstar operations is that the Globalstar constellation will be receiving transmissions from, and transmitting to, the FCC-approved module on a space station rather than communicating with this terminal from an Earth-based location. The Globalstar License does not cover space-to-space operation, thus requiring this request for Special Temporary Authority.
