Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This request for special temporary authority (STA) is related to an STA request (FCC File No. 0241-EX-ST-2014) filed by Near Space Launch, Inc. In its request, Near Space Launch sought authority to operate a Globalstar simplex transmitter module (FCCID L2V-STX2-1) and a duplex transmitter module (FCCID J9CGSSDVM) that will be included in a “CubeSat” that will be launched into low-earth orbit. The simplex module will transmit data collected by sensors on board the CubeSat to its operations center by means of the Globalstar system constellation and the associated ground infra-structure. In this STA request, Globalstar seeks authority, in connection with this experiment, to receive transmissions from the licensed Globalstar simplex and duplex modules and relay them to the Near Space Launch GEARRsat operations center in the identified band. The only change from Globalstar’s licensed operations is that the Globalstar constellation will be receiving transmissions from a space station rather than the usual earth terminal. Globalstar’s License does not cover space-to-space operation. It is anticipated that the Near Space Launch GEARRsat CubeSat will be in orbit for a maximum of six months. Globalstar has been advised that Near Space Launch will notify the FCC of the dates of actual operation, once those have been established.

The primary mission of GEARR is to demonstrate (1) a global CubeSat link, (2) Build on the work that was on the TSAT communications system with the Globalstar satellite network. (see FCC File No. 0135-EX-ST-2013). The primary function of the Globalstar STX2 Transmitter is to transmit data at a rate of once per minute, providing Near Space Launch with global data coverage. The STX2 unit will be the primary transmitter of data. The duplex module, Model GSP-1720, FCCID J9CGSSDVM, will be used for receiving commands. (3) Analyze the transmissions relayed through Globalstar. To demonstrate a low cost, reliable global CubeSat communication link and provide educational experience for undergraduate students in Taylor University Physics and Space Systems classes.
