Please explain in the area below why an STA is necessary:

Globalstar is already licensed for use of the communication frequencies that are used by Globalstar terminals. The only change from Globalstars currently licensed operations is that to support this mission, the Globalstar constellation will be communicating with the FCC-approved modules on a space station rather than communicating with these type of terminals from earth-based locations. Globalstars License does not cover space-to-space operation, thus requiring this Experimental License request.
